I don't think this general idea is innately horrible in theory but all the specific examples of it sure are. I'll grant at least that. It is conceivable that there would be a good version appropriate for certain audiences. Not me, probably, but I'm not going to call other people's fun badwrongfun.

See, I would trade in +X for synergy abilities. You don't quite get "Flaming x3," you get a scaling fire damage bonus right off the bat. Then you can pick up extra abilities like "Flame Burst" that makes area explosions or "Flame Blade" that makes a blade completely out...

I actually made a little subsystem to encourage and reward diverse and resourceful improvisation so players could play more like Jason Bourne (while still having good reasons to use non-improvised weapons as well. On the same character).
