Bismarkian systems are not the worst. Not having health insurance for a third of the population is the worst. Any plan where repealing Obamacare precedes installing a better system rather than accompanying or following it is a terrible plan.

You are missing that Chrome integrates Google Translate and this outputs things in English whether the original is in Cyrillic or Kanji, yes. If you want an auto-romanizer rather than a translator you'll have to go further afield and there will probably be obtuse encoding issues.

Checking the post office website, apparently it usually isn't treated specially and will take the standard amount of postage for mail of that size, which will obviously depend on how much stuff is on the ballot. For national elections, overseas absentee ballots do not require any postage.

It competes with a CHA booster, actually, so it matters to CHA casters and clerics who want bonus turning. The other cloaks are neat but in situational ways vs. boring but generically useful.
