If, in the campaign setting, evil magic is a better and faster route to ultimate power than good magic, then Evil Wizard should grant power more quickly than Good Wizard. I've always found it stupid that affecting dreams was an illusion ability. Hypnosis and Dream affecting have always belonged firmly in Enchantment to me.

The Ring of Wizardry hack is the Beguiler 1 / Wizard (min) / Ultimate Magus 10.
