Basically, anyone IN the vehicle will be chunky salsa.
The pedestrian you hit, will probably die too, but it's really less clear. Ramming does more damage to the people inside the vehicle than outside.

The way my friends and I have done it, in variants, is that the world is magical, everything is magical. Heroes take that up to 11. A high level character just has a bigger 'spirit' than other people. They can do shit that just breaks the norms, because they are Heroes and fuck you.

Warriors style gangs is just part of the setting. It's like asking to take out chrome cyberlimbs. It's just too much a part of the genre.

You can cast spells once. ever.
What you do is you cast Wingardiam Leviosa on your wand, enchanting it. Then, as long as you have your wand, you can activte the effect.

This btw, is a big departure from Harry Potter. But it is kind of cool.
