Blegh. Offense > defense by a large margin is not particularly exciting.

For the sake of any reasonable people reading this is flat wrong. Fantasy fights aren't pistols at dawn deadly. Each actor gets to make a few attacks. Therefore the fight lasts longer which is pretty much what TNE went for. Now if people are making 4-8 attacks in a fight no it isn't okay for 50% of them to totally miss. Attacks need to hit frequently unless you think stormtrooper accuracy would be amusing for your PCs.

Stormtroopers are attacking people higher level than themselves to get that level of (in)accuracy, so if PCs were going after guys 4 levels higher? I'd expect something not a lot better.

But if you don't want pistols at dawn deadly overall, you need to have people either survive a lot of attacks or not connect with a lot of attacks.
