Aside from BaB, all the damage and bonus to attack is tied to a weapon - which doesn't care if you're first level or twentieth.
Sure, there's these vague monetary guidelines, but they don't make a hell of a lot of sense, nor do they ever work unless you manage to shirk players out of any cash or rewards they smartly get.
To use a certain amount of bonus you need to have a 'you must be this high' for it to be attached to level; and damage needs to scale the same.
It doesn't now, except for things players can craft - and that's not really much of a system, either, where you can continually make more and better things without levelling.
