Monsters with Tome Classes/Feats
Okay, so if I decided to give an Ogre levels in Barbarian (RoW), then should I replace the PHB feats with Tome feats, or leave as is? What about a mixture between the two? Also, would replacing a classless monster's feats with Tome feats vastly alter their combat effectiveness and challenge?

Yeah, you should probably give a leveled Ogre real feats. Be careful with creatures that have way to many hit dice for their level. You might want to limit their combat feats to CR rather than BAB.
And yeah, giving a classless monster Tome feats will raise its badass level hugely.
At the most basic level, combat feats are really a boss and PC thing. It's enough work to keep track of all the abilities your character accumulates; creating a monster from nothing with 12 extra abilities from its feats is really more work than it's worth. Monster feats (which grant only a single ability) are more worthwhile.
And yeah, giving a classless monster Tome feats will raise its badass level hugely.

The bulk of what Frank and K wrote was meant to balance against the MM's as-is. Not the MM's using the monsters having 'scaling' feats.

Giving a classless monster non crap feats from splatbooks, or intelligent choices when it actually has the HD to take Epic feats, or just decent PHB choices usually raises CR all on it's own.
Giving the Tome Feats is going to make people cry unless you are in a Tome game, and then you still need to use something other then BAB, because wholly hell.
