MS: Situation Specific Abilities

Ok I am still working on typing out character classes and I'm trying to figure out whether or not I'll have races that give sub abilities for even levels or to have classes do that or just to have both be available. Whatever, The class Sub abilities will be somewhat class specific, passive in nature and relatively (if I can keep with it) weaker than the primary abilities. Racial abilities, however, I think I want to treat them differently. I am thinking about making racial abilities (after first level) situation specific so the are only useful under certain conditions. For example the High/Light elves in my rules are immune to bright flashes of light. So naturally they decorate their best cities to be bathed in light, almost blindingly so and create light bombs that they, of course, are immune to. I figure it's best to strip the spell list of abilities as specific as that (like hold portal) and give them away as an after thought. Thoughts?
