Game-making software.

I've been tinkering with the free trial of Game Maker Studio 2, and it's a very friendly toolkit, but it seems not to be well suited to anything hex- or turn-based. Is there anything similar that does support those things well? I'd prefer not to have to start from scratch.

Unity is decent for a lot of things, it's usually a good place to check.
