The "Half Elemental Creature" templates are on page 188 and gives the creature the name "Elemental" (even though it actually makes the creature an Outsider as it represents being descended from one of the powerful Djinn who rule the inner planes).
The "Element Creature" templates are on page 191 of the same book. They actually don't add "Elemental" to the name, but do add "Elemental" to the type.
