At that point, pick a number and roll a percent die based on your class. Everyone has the same to-hit, but wizards hit 20% less, so they roll a d100 and if within the 20%, they miss.

In the games I play most often, it's rare to see an NPC class, though there are some NPCs who simply suck hard enough to have to be commoners. Depending on the world, the "average joe" on the street is between 2 - 10 levels.

From what I've seen of Frank's (and other's) builds, the soft cap for 20th level attack bonus is about +40. That means that a person with 51 AC will be hit about half the time. An additional +4 bonus to AC wouldn't really be overkill.

The only major issue I have with the originally proposed feat is that it breaks the rules for a Dodge bonus. Or maybe it re-creates them... If the monkish route must be taken, then I'd probably go with Shou Disciple and substitute SA dice for the bonus feats (page 58 of Unearthed Arcana implies that each die of sneak attack is worth a Fighter's bonus feat).

Flavor: No. The BoVD has nothing on a good DM who knows exactly how to target his players and what will get them moving. They are also largely ass because, in stereotypical fantasy fashion, everything evil is abhorently gross and ugly (unless it polymorphs).
