Also, trading HP for spells at a 1:1 ratio is way too good- high level wizards can have 100+ HP which makes using 9hp to cast wish or what have you a pretty small deal. Maybe making it a 2:1 ratio or having it also incur con damage might be better.

Let's not forget that White Raven has a no-save fuck you one-round stun that also does +6d6 damage. Admittedly, it's at 15th level and melee tends to be kinda obsolete then, but it's still pretty good.
