If shield bash damage is comparable to TWF AND the shield guys get enhanced defensive capabilities, then why would anyone choose to TWF? That might not be a bad thing, actually; given that sword-and-board works well in the real world and TWF...doesn't, it wouldn't be bad to have the S&Bers outn...
