The big thing that looks like a bad guy from Duke Nukem is a Splugorth Slaver (also a playable splat, and yes, it comes with the airskiff and a harem of blind warrior women). Both of them serve the Splugorth, the race of giant cthulhustarfuckers who rule Atlantis (also a playable splat).

I never thought of Atlantis as having much power creep. The biggest deal they had was the True Atlanteans and Tattoo Magic. But those weren't outrageous compared to some core options. Some symbiotic organisms were okay, but not too crayzay.
And it's been a while, but none of those three are supposed to be playable. The blind warrior women being a fringe exception, but at no point is it ever recommended that players be supernatural intelligences and I'm pretty sure the Slavers are supposed to be effectively suborned into being NPC only. Is there an EXP/Level table for any of the three?
Hrm, there might have been one for Blind Warrior Women, but they weren't very good anyway.
