Wow. Just wave a banner that says 'I don't understand' basic balance principles. Everything varies from lame-ass weak to the items that scream, 'what do I need class abilities for?'
Check out the Tatoos of ability Enhancement. +12 at 21st level.

And I don't know whats going on with the spells. They all jump to level 11+. Even bards and paladins. First of all, 10th? Anyone? And Cure Wounds XI. 11d8 +level. thats...it? Most of those spells would suck at 9th level.

Why is Charm XII weaker than Charm XI? Why are both of them more limited in available targets than Charm IV?

For that matter, while Charm XII won't actually charm any level-appropriate opponent, it will give the shaken condition to everyone within 30 feet of you, friend and foe alike. This is a stackable fear effect and it lasts for 24 hours. Cast it twice and your entire party scatters in panic for an entire day, unable to stand or fight.

That's counter-intuitive. Most players want less spells to rummage through, more options... not more spells with shit results.
