Whether you are a soak monster you not you will die to a flurry. Hence all characters should have a flurry breaker. Hence the reason flurries had to go.
A soak monster in my book is basically any character that can reduce all damage to ping. Anything more then that is shitty mechanics that breaks the system.

2.5 Spirit Strengthens the Skin allowed you to spend motes to ignore Overwhelming.
If using Ink Monkeys there's a charm where after working out the pre-soak damage that's coming your way, you gain that much natural hardness after the attack is resolved and keep it for the next 3 actions. If your definition of "soak monster" demands that people be bouncing attacks from level appropriate opposition that might just do it.
