I heard that scare tactics can be a very effective form of birth control, unless it's "if you have sex for pleasure, then you burn in hell!"
It doesn't have to be scare tactics.
They've done long-term studies that show that teens with the most sexual knowledge tended to delay having sex until later in life.
Lots of teens have sex as a form of experimentation. If you give them all the knowledge, then they don't feel the need to experiment.
