That Batman was Jean-Paul Valley (Azrael) when he took over the role while Bruce's back was broken. Valley built his own bat-suit to complement his own style better. It's objectively ugly, but I thought it did a good job of visually representing his mental-illness-twisted perception of the Batman role.
Azrael Batman was also a dig at the iron-age "EXTREME! EXTREEEEEEEME!" dummass shit. Just as with Death of Superman/Reign of the Supermen, it was DC telling us "Is this what you really want? You want edgelord shit and garter-pouches?"
Fortunately, the audience's answer was "no" because DC and Image had different target demos.
