Basically, it's 4 items that are worn as a single suit of armour. So it takes up 4 slots. I don't see how it's that hard to understand. Wearing 8 rings that give 8 abilities and wearing 2 items that give 8 abilities is still 8 abilities.
by minor items, you mean just a bracer of strength, correct? OR are you referring to the lesser magic items? The lessers do have a numerical and a special ability.

The Dispelling sword is a good example of this.

Also, 2 items giving 8 abilities allows for the person to have on other magical items.

Zen master tao's augmentor ring - magical bonus to fists, saves, strength, con
THe Amazonian girdle of swiftness - dex, will, speed, and int. (physical and mental swiftness)

That's two items. Great, with BoG rules, any other magic item that used to just be a magic item now becomes somethign to hoard as you have 6 more slots you can fill.

So let's give the Amazon monk a Choker of DR, Monocles of spot, Magical bullhorn of listen, Shirt of Fire resistance, and finally the magical breastplate of Elothar the bladewarrior.

What's that, 14 magical bonuses on the person now? All constant and all useful to a degree.

Once you reach wish economy, the 6 items aren't even worth mentioning as a few wishes will net you those items and they can slowly start getting some more awesome rings of 4 powers. So with the 8-item limit that's too much on a person.

Wasn't the whole point to eliminate crazy amounts of bonuses on a single person. This goes into bullshit bonus territory in a way.

I think the part we're missing is that yes, we can have tons of shit, but if it's providing a constant effect, we can only have eight active at any one time. And there was another part...
FrankTrollman wrote:Generally speaking, magic weapons start with the basic minor magic item chassis: ”Weapon with an Enhancement Bonus” and items more powerful weapons also have an ability.
I'm fairly certain this is trying to state that a magic item can provide a single statistic bonus and have one ability, and only occupy a single magical item slot. Also for reference...
FrankTrollman wrote: But basic bonuses aside, all such items are simply a minor magic item unless they have some special ability above and beyond the standard level appropriate effect. Special abilities on such items can be spell-like or supernatural, exactly as per weapons.
So I think the compromise we're trying to reach is this.

A magic item that provides at most a consistent bonus and a single ability takes a single magical item slot. For this item to take up one more slot, it would need to provide a consistent bonus, a single ability, or both. So the formula is as follows.

Magic Item Slot Occupation: 1 per consistent bonus or special ability, whichever is more.

This is the count for a single item providing multiple bonuses. If you have two magic items, one providing an AC bonus, the other providing a skill bonus and two special abilities, then you have three slots occupied, not two. There's no mix-and-match.

Though, maybe there should be, but I don't want to have to be the DM who has to regulate that.

Otherwise, “ally” or “allies” does not include you, and both terms assume willing targets. “Enemy” or “enemies” means a creature or creatures that aren’t your allies (whether those creatures are hostile toward you or not). “Creature” or “creatures” means allies and enemies both, as well as you.
Yes, according to 4e RAW, you are your own enemy.
