You can't actually find the FATE3 core rules because they only exist by proxy.

FATE2 exists, Spirit of the Century (Which is based off FATE 3) exists, and Dresden Files is in production (which is based off FATE 3), and there's a semi-official space opera (That is based off FATE 3).

But there is no FATE 3. The best I can do is point you to (my) FATE3 srd which is 90% done:
