You could also hand out a swim speed equal to ranks*2.

Having bluff and sense motive separate makes for pretty good gameplay. Usually when someone maxes out just one of them.

5ft / 2 ranks is probably going to be easier to calculate for most people.

A swim speed of ranks * 2 is kind of limited. To get swim speed of 30ft you'd need 15 ranks, you'd have to be level 12. That's not really impressive for a level 12 character, at that level you should be able to do ridiculous things like hold your breath for an hour or use underwater echo location like a dolphin.

How about 5ft/rank to a limit of your base speed?

How about 10' + 5'/2rank with no limits? If someone goes balls to the walls on swimming, meh. Let em have some minor glory with a swim speed of 60' at level 10. No harm in that.

And if we are having movement be increased in this manner... perhaps have a Dash skill as well adding 5' to base move per 2 ranks.

Shadowrun has a 'Run' skill and I think it makes a lot of sense in 3.5. Mundanes also lack ways to increase their move speed, I don't think letting a fighter get a 60' move speed breaks the game. I really like that idea.

Part of his earlier proposal was change rank limits to a flat 2*level. That means at level 5, you have swim 20, which seemed to be standard for most semi-aquatic races. Level 10 would be the max, and give you swim 40, which is moderately fast for swimming.

why not fold "run" and "jump" together? Jump's kind of worthless by itself, and running/jumping really do go together.
