Can anyone tell me about the SAME Engine?

I was searching through some older threads awhile back and found some references to the SAME Engine, which I think was a project of Frank's - something about a system that matched up bonuses to hit and directly to damage so these are equal?

The links in the thread I found, which I've lost now anyway, went to the old bb board and didn't seem to function. Can anyone point me toward it, or is it lost in the mists of time ?
