So while Tome more or less solves the problem of power discrepancy between CL and Non-CL classes, there is still the issue that the two don't mix very well.
So I've thought about what a potential solution would look like and came up with two possibilities in feat form(which may or may not suck).
I: Continual Study [General]
You continue to hone your magic even while you divert yourself to other pursuits.
Perquisite: Must have at least 3 levels in a class with spellcasting and at least 3 levels in a class without it.
Benefit: After selecting a class which does not advance spellcasting you treat that class as advancing your spellcasting by three levels, provided that there are enough non-CL HD to support thins.
Special: You can take this feat multiple times, It's effects stack, insreasing the progression from 3 levels to 6 levels to 9 and so on.
AC: Basically you are giving up every feat you get after level 6 to get full spellcasting. Not sure how ideal this is.
II: Sphere Access [General]
You have access to magical power.
Benefit: Select one sphere you do not have and you gain basic access to it. All the normal rules of Spheres still apply.
Special: You can take this feat up to three times, each time select a different sphere to access.
II: Expert Sphere Access [General]
Perquisite: Access to at least one sphere, character level 5.
Benefit: Select one sphere you already have access to using Sphere Access and improve it by two steps, granting you Expert Access to it.
AC: Using spheres to emulate spellcasting, I kinda like it better than my first idea.
Anyway, here are my two "solutions". Thoughts?

First, Contiunal study does not work how you think it does.
If I am a level 6 character who is a Wizard 5/Rogue 1, then I cast as a Wizard 8 under that wording.
Secondly, The Sphere Access feats have huge problems in that they A) interact horribly with classes who already have spheres, because they can all just take Expert Sphere Access with all their feats after level 5, and most often will want to take Sphere Access with some of their earlier feats as well.
B) It's really weird for you to put a new limitation on the Warlock or Fiendish Conduit that isn't in the class, but apparently applies to them. You do know that those classes can have more than 3 Spheres at a time, so you probably want to write your limit differently.
C) As to you actual goal, I have nothing to say other than that this, like all obsessions with Wizard 5/Fighter 5s working as a character, is just bad for the game, but at least if you are going to do it, fix the stuff above.

Congratulations, Putting off the part where Wizards cast spells higher than their comrades using this feat till level 9 totally makes up for your shitty wording.

Sorry in regards to the wording. I've never needed to write a feat that would could give a non-CL advancing class actual CL advancement.
As for Sphere Access, I've specified that the 3 sphere limit is only relevant for the feat and I've also made it so that Expert Sphere Access only works with Spheres taken via the previously mentioned feat. Does it look any better?

There is still the problem that sphere feats are better than every other feat, but that's always a problem with people trying to give casting to people who don't take casting classes.
