What if you use fractional BAB progression? It's something I've always been a fan of.

Hmm... idea.
You can wish for apples, but to do so, you have to convince a Noble Djinn and an Efreet (of opposite alignments) to pool their wishes together. It's one thing to always buy wishes from Djinni or beat them out of Efreeti; it's another thing to get them to work together for you.

Now the question is what type of action it would be. Certainly couldn't be a free action. Swift or immediate? Maybe a move-equivelant? I'd like to make it a standard action, but that would leave the creature unable to attack something it just dropped.

We should still keep weak NPC classes that go five levels (RoW Warrior, for example), just so we have some low-level mooks, but any NPC class that goes beyond fifth level, I agree must be equivelant to the PC classes.
