I think it's worth getting rid of. I've encountered many confused looks when explaining to new players that a weapon has to be masterwork before it can be magical. It adds complexity to the game for almost no benefit. If it did something else, like giving a +2 bonus to confirming critical hits or so...

Chokers are actually totally awesome monsters to give straight up PC classes, I totally aprove of a PRC for chokers.

Also, cloakers. You should be able to wear them.

Yeah, I forgot to say it, but you should definitely tag the powers with some value too. A point value or a level or something, however the system you end up using works.

I think it's reasonable to have NPCs, Monsters, and Classed Monsters within one system, though it's not strictly speaking necessary for every system. Using the regional model for a fame/infamy system, it seems like it would only be manageable with a well defined and limited setting, and would require you to build the whole rpg including the setting (instead of just the mechanics to accommodate that.
