I concede if the monsters are too powerful for the party, and too fast, the party is screwed...I'm not sure that's any different than most other games, though. I still believe you're massively overlooking the party's abilities. Here's what a fight looks like against the level 15 party in my campaign...

A sad consequence to the "opposite of 4.0" design philosophy is that you're actually sketching a game where "under no circumstances can Strength be used to solve crossword puzzles" is one of the fundamental paradigms.

I'll be darned...although the opinion was based on the monsters seen so far in the game, and haven't quite played at level 28. Still, it's interesting that feat bonuses against Opportunity Attacks only work against AC, though. Go check that one, now. ;) As far as daggers go, I'd have to move with it...

HackMaster has pixie fairies, which I think stand around 1' high? It's been a LONG while since I played (new edition just out recently, too), but I seem to remember them being somewhat viable warriors (archer specialists, of course).

I don't see where you're getting that 4e is a financial failure from Hasbro's perspective because it isn't selling as well as 3e was at its peak in 2001. They spent more money on marketing and made a new edition. If it is not selling as well as the previous edition, something horrible has happened....
