Pretty much. I mean, if you want to take out enemies as a wizard you wouldn't bother with doing damage at all. Thanks for all the replies people. As for non-multiclass characters...well, one is a druid, the other a duskblade (I heard that is one of the acceptable melee classes) and I use a ToB:Bo9S variant and I plan to multiclass into a prestige class. The other wanted to play a samurai (yes the CW version)...

If you want WoF to allow actions above the WoF-dice roll, can't you just give it a penalty (see it as a variant listed in a side-box). Say you give a -10 penalty to attack rolls when using a combat ability that is not rolled for by the WoF dice. I assume that results of 1 offer more lower level powe...
