It was a short hand, because the formula hogarth states is both correct and uses essentially the entire Touch AC except the size modifier. It had only 10 Levels, but 2 or 4 steps between the levels, where you got Epic Level Feats (they called it something other, but +1 to an Stat is an Epic Level Feat, even if its crap for an Epic Level Feat)

There are free Combat-Maneuvers you can use, as soon as you have the Pre-Reqs.
Dex. based Fighter seems (to me) functional (you can bypass armor, which gives DR).
