Okay, having read the bill, one question:

WHAT THE HELL DOES THIS ACTUALLY CHANGE?

From what I can tell, it only changes the penalties for playing copyrighted material in one room, and has literally no effect on anything done over the internet, because that counts as distribution by electronic means, which already has exactly the same penalty.
