The AC is being slightly felt here. The light armor people in my party all have an AC of about 21, which is close to a 50% miss rate for the CR 6 stuff. The heavy armor guy, well, he's pretty much a 'check for natural 20s' guy (AC 29, 31 buffed) for virtually anyone I would reasonably throw at them ...

Nah, definitely not through the vacuum plane will the electricity travel. Vaccuum is about the best conductor you could possible have. The lightning would like travel from salt-water-steam.

Oh, I'm sure it is, but he's level 5 right now; which means he has three spells at once a day each, and is otherwise a decent hitpoint guy with immunity to fire and full BaB.

I'm aware of the rule of him having to hit with that 12+ before he can roll to confirm. And that's what he shoots for with the kusari-gama, a reach weapon to deliver poison and sneak attack. Since it's a light weapon mechanically, he can dual-wield it, and the jester class allows him to use it without penalty despite the fact it's an exotic weapon.
