In this particular Preliminary Example, Racial Bonuses would equal a +2% bonus on successes, a real bonus, but very small in the wide spectrum.

I would absolutely recommend it for newer DMs as it gives the DM a large amount of freedom and helps them learn to improvise adventures. You can always have an overarching plot if desired.

Complete Mage was actually one of the better 3.5 supplements, releasing a lot of content that people actually used and building on the concept off buff spells that could be dismissed to launch attacks.

I always got familiars for increase of HP. In 3E that means always getting a toad. :) Also, using share spells with Polymorph is also very useful.

Perhaps a better point to make would be this: In Civ4 we have more options out of the box than Civ5. Just like 4E did not come out of the box supporting many things that vanilla 3.5 does, so too does Civ5 not support many things out of the box that Civ4 vanilla did.
