Relevant passage is this one:
Necromantic Creation Feats

Any feat with the [Necromatic] tag is a necromantic creation feat. This means that it is merely one part of the dark tradition of necromancy; other means such as necromancy spells or other effects can create these undead, but this an easy path for the serious Necromancer. One trait shared by these feats is that each feat has a separate control pool for the undead it creates. For example, if a necromancer has the Path of Blood feat and the A Feast Unknown feat, he may control up to his unmodified charisma modifier in vampires or vampire spawn in addition to controlling up to his unmodified charisma modifier in ghouls. It is a move action to give commands any one undead creature. Any undead controlled by this feat cannot create undead or use the Spawn Undead ability. The rituals are inexpensive, but require the flesh and blood of intelligent creatures as well as living creatures or fresh corpses as subjects. Any additional costs or conditions are listed in the individual feat. These rites take 1 hour per CR of the creature created, and can only be performed at night or in a location that has never been touched by the sun (such as a deep cave). The maximum CR of an undead creature created with these rites is two less than the creator’s character level. Materials to create any undead always cost at least 25 gp per hit die. Creating undead by these method generally requires at least an hour.
E: I would personally like some advisement about A Feast Unknown. Your average human being is on the order of 150lbs. How many of those pounds do you have to eat before it counts as "completely consuming the flesh" for the purposes of the feat? And about how long wound that take?

Regarding hitpoint totals: Would you prefer we just roll or can we go with the arithmetic mean? If the latter, round up or down? And yes, I know I'm a pain in the ass.

I'm not sure how much detail you guys are going Into to stat up your undead but since your putting in the work I guess ill post the stats of my war horse when I can

Assume that eating roughly half the weight is enough "flesh" to be considered "complete". There are also skin and bones and I don't want to get into an argument about which organs are flesh or not. It's totally OK for some things to drip on the floor and whatever. The fifty percent mark ensures that only one character can get that benefit from any corpse (since the other half would contain things that aren't flesh).

And yeah, eating 75 pounds is going to take a while.

There is no clear guidelines for what spells are acceptable as a minor magic item. There are many guidelines for what spells are not. ...a Ring of Charisma Enhancement would be fine, while a Ring of Eagle's Splendor would not. A Cloak of Mage Armor is pushing it, but that seems pretty similar to a regular set of magical armor so I'd allow it.

You can either roll a physical d20 and report the results in brackets (ex.:[12]), or you can put in a link to some online roller that you trust with your character's life.

Replaced the placeholder hitpoint total I had been using then. I've got a pathological fear of dice, but I have to admit that the more hilarious bit is true, or at least, it' true for other people. I'm on anxiety meds and have the worst poker face in the history of mankind, so my reactions went something like this:

Roll 1: A six. "Nice."
Roll 2: Another six. "People will think I cheat, oh god, oh god, oh god."

Let's talk about knowledge skill DCs.

In general, the DC to get the Before, After, or Analysis for any country is 15 (no take 10, no take 20). Specials are as follows:
  • Thorigram has very available histories, and the "before" DC on Thorigram is only 12.
  • Sweland is insular and doesn't get information out, the Before and After DC are both 18 (the Analysis DC is still 15).
  • Zundun's banking crisis is very complicated, and the Analysis DC is 20.

Oh, and one more thing. We have a Dread Necro with level 2 spells, right? Does that mean our downtime-created undead have extra HP from Desecrate?

I think there are likely better ways to establish an air shipping industry. Even if those ways are "Step 1: train Korbahlian workers in Gryphon Husbandry..."

Hey, Airship projects should consume prodigious amounts of local resources. A spike in demand would certainly help out local companies.

Balloons exist, but they are used by Gnomes to observe things from a higher vantage point. Since they aren't controlled, they are generally tethered to the ground with very long rope.

Believe it or not, Dread Necromancers do not actually have desecrate on their lists, nor are they capable of picking it up with their Advanced Learning class feature alone. Presumably this is because having desecrate would make Dread Necromancers very happy, which would interfere with James Wyatt drinking the sweet milk of their tears. On the bright side, we do have a cleric so in the future at least we can work around that issue.
